A cost estimate is a financial projection prepared at various stages of project design, using rates applied to approximate quantities. It is used for budget setting and investment decisions. A Bill of Quantities (BOQ), by contrast, is a precise measurement document prepared from finalised design drawings using a Standard Method of Measurement. It lists every item of work to be carried out in measured units, providing a common basis for competitive tendering and a contract document for post-contract cost management.

The earlier a QS is engaged, the greater the value they can deliver. Engaging at feasibility stage allows the QS to provide budget guidance that informs the design brief and prevents scope creep. Early engagement also enables proactive value engineering during design development — when changes cost nothing — rather than reacting to an over-budget tender after significant design fees have been committed.
