Health, Safety & Environment
Zero harm is not an aspiration at East Prowess Limited — it is a non-negotiable operational standard upheld on every site, every day, by every member of our team.
MD Policy Statement — Isaias Kabali, Managing Director
"At East Prowess Limited, we believe that every worker who arrives on our sites should return home safely to their family — without exception. The health, safety, and welfare of our employees, subcontractors, clients, and the communities in which we work is our highest operational priority, superseding programme and commercial considerations in every instance. We maintain an ISO 45001-aligned Health, Safety and Environment Management System, invest continuously in training and competency, and foster a culture where any person on any East Prowess site has the authority and obligation to stop unsafe work immediately. Our seven-year zero lost-time incident record is our most important achievement as a company, and we are fully committed to maintaining and improving it."

Site Environmental Management Plans addressing dust and noise control, waste segregation, water and soil protection, vegetation clearing controls, and spill prevention — submitted before project commencement.
Incident Investigation
All incidents and near-misses investigated using root cause analysis (5-Why methodology). Corrective actions tracked to closure. Lessons learned circulated to all project teams. Transparent reporting to OSHA Tanzania.
Our ISO 45001-Aligned HSE System
East Prowess Limited's HSE Management System is structured around the Plan-Do-Check-Act (PDCA) cycle, consistent with ISO 45001:2018 (Occupational Health and Safety Management Systems) principles. While formal third-party certification is in progress, our system is fully documented, actively implemented, and subject to regular internal audit and management review.
The system comprises five core elements: HSE Policy (setting direction and commitment from leadership); Planning (hazard identification, risk assessment, legal compliance evaluation, and HSE objectives); Support and Operation (training, communication, documentation, and operational controls); Performance Evaluation (monitoring, measurement, internal audit, and incident investigation); and Improvement (non-conformance management, corrective action, and management review).
Every project receives a project-specific HSE plan before mobilisation, reviewed and approved by our HSE Manager. Monthly HSE audits are conducted on all active sites by qualified internal auditors. HSE statistics — including near-miss reports, unsafe act/condition observations, and first aid cases — are compiled monthly and reviewed at management level.
Safety Training Programme
A structured four-stage training programme ensures every person on every East Prowess site is competent, informed, and safety-conscious before they begin work.
Site Induction Training
Mandatory on-site induction covering site rules, emergency procedures, hazard identification, PPE requirements, first aid locations, and welfare facilities — completed before any work commences.
Task-Specific Training
Toolbox talks and task-specific risk briefings before commencement of all high-risk activities — working at height, excavation, crane lifts, electrical works, and confined space entry.
Emergency Drills
Quarterly emergency evacuation drills on all active sites. Fire drills, medical emergency response exercises, and chemical spill response rehearsals — with documented outcomes and improvement actions.
Certification & Refreshers
All operatives working with plant, working at height, or in electrical roles hold current competency certificates. Refresher training scheduled annually or upon incident. Training records maintained centrally.
PPE & Equipment Standards
100% PPE compliance is non-negotiable on every East Prowess site. PPE is provided to all personnel free of charge and its use is strictly enforced.
EN 397 / ANSI Z89.1 rated — mandatory on all sites
Steel-toecap, penetration-resistant — EN ISO 20345 S3
EN 361 rated — mandatory for all work at height above 1.8m
EN ISO 20471 Class 2 minimum — mandatory on all sites and road works
Task-appropriate gloves — cut, chemical, and heat protection as required
Safety glasses, goggles, and face shields — mandatory for grinding, cutting, and chemical handling
Environmental Commitments
East Prowess recognises its responsibility to protect the natural environment on and around all project sites — through proactive planning, disciplined execution, and transparent reporting.
Waste Management
Segregation of construction waste into recyclable, non-recyclable, and hazardous categories on every site. Licensed waste disposal contractors used for all controlled waste. Monthly waste data recorded and reported.
Dust & Noise Control
Water suppression for dust control on earthworks and demolition activities. Noise monitoring adjacent to sensitive receptors (schools, hospitals, residential areas). Works scheduled to respect community noise curfews.
Water & Soil Protection
Fuel and oil storage in bunded areas to prevent ground contamination. Silt fences and sediment traps on all earthworks adjacent to watercourses. Spill response kits on every site with trained first responders.
Emergency Response
Every East Prowess project site operates under a formal Emergency Response Plan (ERP) prepared before mobilisation. The ERP identifies all credible emergency scenarios for the specific site, assigns named roles and responsibilities, defines communication protocols, and specifies assembly points, muster procedures, and evacuation routes.
Emergency drills are conducted quarterly — rotating between fire evacuation, medical emergency response, and site-specific scenarios such as trench collapse or crane emergency. Drill outcomes are evaluated and improvement actions implemented before the next drill cycle.
- Minimum 2 first aid trained personnel on every active site
- Stocked first aid kits and AED defibrillators on all major sites
- All incidents reported to ERB and OSHA Tanzania as required by law
- 24-hour HSE emergency contact number for all active project sites
HSE — Frequently Asked Questions
East Prowess maintains an ISO 45001-aligned HSE Management System — meaning our system is structured, documented, and operated in accordance with ISO 45001:2018 requirements. Formal third-party certification is currently in progress. Our system has been reviewed by independent HSE consultants and found to be compliant with the standard's requirements. We can provide our HSE Manual and system documentation to clients evaluating our HSE capability for major tender submissions.
All subcontractors working on East Prowess sites are subject to pre-qualification HSE assessment before engagement. Once on site, subcontractor personnel complete the same induction process as direct employees, are subject to the same PPE requirements, and their supervisors attend weekly site HSE meetings. East Prowess reserves the right to stop any subcontractor work that does not meet our safety standards — and has exercised this right. Subcontractor HSE performance is recorded and used in future engagement decisions.
Any incident — including near-misses and minor first aid cases — is recorded and investigated using our documented incident investigation procedure. The immediate response prioritises the welfare of any injured person. Investigation is conducted using 5-Why root cause analysis. A formal investigation report is produced within 5 working days, identifying root causes and specifying corrective and preventive actions with responsible persons and due dates. Reportable incidents are notified to OSHA Tanzania and ERB in accordance with legal requirements. Clients are notified promptly of any incident involving their project.
Yes. East Prowess maintains comprehensive HSE statistics across all projects, including total man-hours worked, lost time injury frequency rate (LTIFR), total recordable incident rate (TRIR), near-miss reports, first aid cases, and environmental incidents. These statistics are compiled annually and can be provided in the format required by any specific tender or pre-qualification questionnaire. Our current LTIFR is zero — reflecting zero lost time incidents across our entire project portfolio to date.
